What does it take to be declared a library (which gets you a 30% discount
from Diamond by the way.) The Library in Wethersfield buys new comics and
puts them out with the periodicals and they haven't imprisoned any of
the.librarians yet!

It's not actually. No unauthorised lending. You're not supposedly allowed
to resell either. But no-one will come after you for lending to a few other
people or selling back catalogues - it promotes interest without being
overtly damaging. Comic companies are also okay with fanfiction, putting their
copyrighted images on fan websites in excess of 'fair dealing' and even
sharing the occasional lo-res story as these all increase interest, despite the
lack of legal standing. Companies don't have to enforce their legality if
they don't find it damaging.
